BRUNEI SUPREME COURT PARTICIPATES IN THE ‘TRAIN THE TRAINER’ WORKSHOP ON INTERNATIONAL FRAMEWORK FOR COURT EXCELLENCE

1. 10 judicial officers and personnel from the Supreme Court of Brunei Darussalam participated in the ‘Train-the-Trainer’ workshop on the International Framework for Court Excellence (IFCE) on 8-9 April 2021. The workshop was organised in association with the Council of ASEAN Chief Justices (CACJ) and conducted by the State Courts of Singapore, a founding member of the International Consortium for Court Excellence (ICCE).

2. The workshop was specially designed for officials from the ASEAN Judiciaries who will play a key role in building the IFCE expertise in their respective courts. The IFCE provides a holistic approach to assessing court performance and participants were introduced to the 7 areas of court excellence and gained an appreciation of how the framework measures the quality of the court as a whole. Participants were also familiarized with the continuous improvement methodology used in the framework and were equipped with tips on how to conduct self-assessment exercises in order to yield an accurate depiction of the current state of court performance.

3. At the 8th CACJ meeting on 5 November 2020, it was agreed in the Hanoi Declaration for Singapore to work with the ICCE to conduct “train-the-trainer” programmes for interested ASEAN Judiciaries to equip ASEAN Judiciaries with the capacity to adopt the latest edition of the IFCE in their respective jurisdictions. The training was made possible because of the close judicial co-operation between the Brunei Supreme Court, the State Courts of Singapore and the CACJ and underscores the special relationship between them.

4. The provision of training and professional development for judges, judicial officers and personnel was highlighted by the Chief Justice Dato Seri Paduka Steven Chong in the Opening of the Legal Year 2021 speech where he emphasized the importance of continuing education in order to better equip and maintain the high standards expected of the Judiciary.
