
1. The first lecture of the inaugural Brunei-Malaysia Judicial Lecture Series was held on 12 March 2025 and was jointly organised by the Supreme Court of Brunei Darussalam and the Federal Court of Malaysia on the topic of ‘General Principles of Judgment Writing’. The collaborative effort between the judiciaries follows the signing of the Memorandum of Judicial Cooperation in March 2024 between the Supreme Court of Brunei Darussalam and the Federal Court of Malaysia.
2. 50 participants took part in the inaugural Brunei-Malaysia Judicial Lecture Series, comprising of judges and judicial officers from both Judiciaries. The lecture commenced with opening remarks made by the Acting Chief Registrar of the Supreme Court of Brunei Darussalam, Hjh Hazarena binti POKSJ DP Hj Hurairah. In her address, the Acting Chief Registrar said the lecture series presents a “wonderful opportunity to exchange ideas, share insights, and create opportunities for continued learning and growth.” She emphasized the strong ties and cooperation that exists between the two judiciaries and described the partnership as one that “fosters mutual learning and strengthens the administration of justice” in both countries.


3. The Acting Chief Registrar went on to say that the lecture will provide practical strategies and insights to enhance judgment writing skills. The first presentation on ‘Effective Judgment Writing in Criminal Cases’ was made by The Honourable Haji Abdullah Soefri bin POKSM DSP Haji Abidin, Judicial Commissioner of the Supreme Court of Brunei Darussalam. Justice Haji Abdullah Soefri spoke on how effective judgment writing ensures clarity, structure, transparency, and objectivity in helping parties understand decisions while maintaining public trust. The second presentation on ‘Issue Based Judgment Writing in Civil Cases’ was made by The Honourable Datuk Vazeer Alam bin Mudin Meera, Judge of the Federal Court of Malaysia. Justice Vazeer spoke on The Raymond Method and how it follows a structured, issues-based approach using a seven-step framework that ensures clear partitioning of issues, and a well-organized narrative that enhances judicial accountability and accessibility.
